slow pan and tilt

I just installed a new F18918W and it seems to work fine. The only problem is that it pans very slowly, and I can't adjust the speed with the administrator settings. Also, as it pans there is a horizontal line that travels down the screen. I know that this isn't normal because it didn't happen with the previous F18918W that I had(it didn't survive a power outage that we had). I am using Internet Explorer. Any ideas? Thanks, John.

you can set the speed under PTZ setting.
